Do children - say, under 10 - need a passport to pass over the canadian border with their parents? (Driving) DD had a passport when we went to Canada, and I'm almost certain that she needed her passport, but it was a moot point because we had it anyway.
Of course the websites substantiating my suspicions are blocked at work.
I think that children under 16 only need to provide proof of citizenship, so a birth certificate would do it.
"Children: Beginning June 1, 2009, U.S. and Canadian citizen children under age 16 arriving by land or sea from contiguous territory may also present an original or copy of his or her birth certificate, a Consular Report of Birth Abroad, a Naturalization Certificate, or a Canadian Citizenship Card."

My friends just drove to Canada with their 18 mos old and only needed a birth certificate. I am not sure how old they have to be before a passport/passport card/enhanced ID is required though.
