It won't rain the whole time. Bring lots of toys for when going outside really isn't an option. We've done sea lion/whale watching boat trips when it's drizzly before and it was actually kind of nice because it wasn't super crowded and you get a little wet anyways.
You can still play on the beach in overcast/drizzly weather. especially if you have an umbrella or something! You won't have to worry about getting hot/sunburned (although you will still need sunscreen). Plus, there won't be as many people out!
Oh no, I hope the forecast changes! I'd scope out toddler play areas before you go. Is there a Gymboree type place with open play? Maybe an indoor pool? Aquarium? Mall with play area and shopping?
Hopefully the place you are staying has a safe area for her to play too. You can pick her up some new toys when you get there to keep her busy. And if you are going with other people/family (are you?) that will help lighten the load for entertaining her.

Oy. Probably not going to help! I wonder if you can hire a mother's helper to give you a hand while you are there? Maybe a teenager who summers with her family there or a local girl? I remember having a sitter down the shore growing up. You wouldn't necessarily have to leave V alone with her, but you could try to sit on the porch and read for a bit while someone else does the entertaining.
Although, let's think positive - the forecast will change and it's going to be sunny and beautiful and you'll be busy at the beach every day!
90 minutes, I think? G LOVES the ferries in WA (my commute involves a ferry so we take them a lot). And I think I remember they serve alcohol aboard? They do in Seattle.
Also, when we did beach vacations, I remember a forecast of "rain" often meant that a storm would blow in during the afternoon, then back out, but that most of the time it wouldn't actually be raining. So we would spend the morning on the beach, go in for lunch (and probably naptime), then get a little more playing in before having to go in from the storm.
