I enjoyed this, but I felt that the ending was a bit hurried.
I don't see why Katniss didn't see how bad Gale was going, willing to set up human traps with no problems. So I wasn't too upset when he was transferred to District 2 at the end. I was glad that Katniss ended up with Peeta, but I didn't feel that she loved him as much as he loved her. Like she was settling down a little.
And forcing the Hunger Games on the children of the Capitol? I wasn't sure how I felt about that. It wasn't the children's fault for the bad decisions that their parents and ancestors made. And I don't recall these Hunger Games every being mentioned.
And Katniss having children? She admitted that she only had them because Peeta wanted children. It sounded like like she was happy with the decision after she gave birth, but it wasn't very evident.
Like you, I was really upset for a long time about Katniss voting to force the HG on the Capitol children. But then I read that it was because that was the only way she could gain enough trust from the government that she could be in place to kill President Coin. If you look at it that way, I think it makes more sense.
I definitely feel like "...and then they had children and loved them so that everything bad was forgotten" is overdone in general, and that's kind of the way I felt about Katniss having kids in this series. But, I did think that Peeta was the one person she could end up with who could truly see her for who she was and love her nonetheless, so I approved of that outcome.
It's been awhile since I've read this one but I didn't think they actually went through with the Capital Hunger Games after Katniss killed off Coin.
I think what I liked about this ending is that the love triangle kind of just dissolved and she really didn't have to choose between them like so many YA books. Katniss and Gale went their separate ways and that was it.

Katniss may not have had to choose, but I think Gale knew there was no way she'd ever forgive him for engineering the plan that killed Prim. So, that relationship was doomed anyway.
