My first choice would probably be to use command strips. I've used them a lot to avoid damaging my walls.
If you buy a hanger look for hard surface hangers or anchors. Something that you screw in. They will probably list on the package if it's for concrete/brick/etc
When we hung stuff over our brick fireplace, we used a small masonery bit and small screw inserted into the mortar. Initially we has a small framed poster about like you describe. We used a bigger. longer screw when we hung a larger wooden advertising sign.
If you put a piece of duct tape over the spot where you drill, you'll have less crumbling of the cement.

I would use command strips, too. They make heavy duty ones specifically for brick. I've used them outside, and even with the weather it's held up fine. We got ours at Home Depot.
