It can. You might want to check the linens and shower curtain to be sure it isn't mildew.
I once heard a Car Talk episode where a mom was convinced that her sons had peed in the car air vents when she was out of town. Apparently every time she turned on the air it smelled like piss, so she just assumed that her kids were at fault. It was actually mildew in the A/C system.

I have heard putting bleach in the tank might help but a plumber told me never to do that (or use Clorox drop in things) because it can erode parts of the toilet in the tank.
It could be urine that has run under the toilet base. Is your toilet base caulked? If not, get one of those Clorox or Lysol cleaning wipes and "floss" (I don't know how to explain it any other way) around the base. It may help.
I complained that our hall bathroom always smelled like urine no matter what I did (the bathroom the boys used), and my DH thought I was crazy. When we went to put in a new floor and removed the toilet, you could see all the dried urine on the tiles. Once those were removed, the smell was gone.
It could be the seal that the toilet actually gets placed on when it gets installed, if it is worn down or worn off, that will cause a pissy smell that bleach and other cleaning products will only temporarily take care of. You may need a new seal and when the toilet is installed it has to go directly on the seal or it will happen again.
