I'm getting ready for when I start looking for my next job, and can't imagine how bare a one-page resume would be for me. I can reasonably keep it to 1.5 pages with enough detail, but I don't know how much more I cn cut.

I don't think it's important to stick to one page. It's better to have two pages and not risk leaving out something that the recruiter might be looking for.

Also if this resume is for posting to a job, I've been told it's better to do a skills based resume rather than traditional because they use key word searches now and it's better to have those listed for easy searching.

At this point, I'm still just trying to pull together a basic resume and not really job searching yet. I'm not trally sure what I will be looking for when the time comes, because we eill be relocating and the job market there will be different. Once I have a better idea, I may try to put together a skills-based resume, too, and use them both depending on the circumstances.
I find it really depends, for my last application for a position in Another government department my cover letter was 6 pages and my resume was 5. Ut they were very specific about what needed to be clearly demonstrated in the cover letter and resume.
If you are cold sending out resumes I'd say 2 pages is fine. Tailor it to the job posting otherwise,m

6 page cover letter? Who would read this?
I feel sorry for that interviewer, even if that is what the company requested. That would be my "FML, I quit" day.

NO NO NO, a skills or functional resume is NEVER acceptable for any position. You use a Core Competencies section with keywords, and then details in your career history below.
Also OP, one page resumes are a myth. 2 is just fine.
