I'm willing to bet they have asbestos. We are looking to buy a house but I know the old vinyl in the bathrooms has got to go. Is this something you could do with a respirator or would you need to hire an abatement company? Any idea on cost? Trying to figure this out before we make an offer. Downstairs in the kitchen and family room it's in great shape so I'm willing to leave it for a whole or put laminate over it but the bathroom is already peeling up and we would want to put down tile, maybe even move some of the fixtures .

You'd have to have it tested and then have an abatement company come in for removal. If it tests positive and you remove it then you could be fined serious money for illegal disposal. I think my in-laws paid about $3,000 to have tile removed from their small basement. I'd say ask for more then what you think it'll cost just in case you find something else. Maybe $10k to be safe?
Yeah, unfortunately if you're going to mess with it or remove it you need to have it tested and if needed abated. It sucks but it's the safe and responsible thing to do. If there a way you could potentially glue down anything peeling up and lay a different floor on top of it? We have covered asbestos flooring but it was in decent condition.
I would have it tested to find out if the floor has asbestos or the glue or both. If it's something that you can pull up and redo with tile without getting into sanding, grinding or otherwise creating a lot of dust I wouldn't worry too much. It's DIYable with some precautions.
