Above ground pools typically don't need fences, I thought. I know in ground ones do but I didn't think the same rule applied for above ground.
1 to 2 feet deep seems about right for an above ground, depending on the slope of his yard. But now I'm curious if he even bothered to put sand down or anything; from your sagging comment, I am assuming no.
Did he even get a normal above ground pool or did he get one of those rubber sided wal-mart pools?
It has a bunch of metal poles supporting it so...maybe?
Normal pool then. When he fills it with water...I need you to watch it like a hawk. Because if it is sagging, those metal poles are going to possibly give way and all his water is going to flood out.
I'm always somewhat befuddled by neighborhoods where people don't all have fences and everyone can see into everyone's yards all the time. I just don't want to see and know what weird, stupid shit my neighbors are up to. Unless they're building trampolines to lure my child to his death. I hope his pool doesn't collapse and flood everyone out.

What do they say good fences make good neighbors? Unless your neighbor is a mile away, a fence is a necessity

I completely agree with this. I grew up in the country, on about an acre of land, and the trees formed a natural fence that prevented us from seeing our neighbors. As an adult, city code or the CC&R's in every place I have lived have required nice, high, wooden privacy fences. Being able to see my neighbors - or have them see me - would drive me nuts.

I don't like fences. I'd rather just plant some bushes. Plus we like our neighbors.
No one on my street or the street behind me has a fence. You guys would hate it! It makes it easier to have impromptu GTGs with the neighbors though
This would drive me nuts. Between the dog and the toddler, DH would have to take off after one in one direction, and I'd have to take off after the other in the opposite direction.
I've never lived in a house that has had a fence. I've always lived out in the country growing up, our neighbors were about 1/4 to 1/2 mile away.
Where we live now, there is a pretty good distance between neighbors. Though we do live on a semi busy road but we are still in the middle of BFE.
We are going to put up a fence (probably a shrub fence) on one side of us since there is a block garage over there that a business uses as it's second location. Their workers throw trash in our yard. Jerks.
Our neighborhood does not allow fencing unless you have a pool. I hate it. Our dogs go out on leashes and we are only outside with DS if we are playing one-on-one.

I just read your post to H and he said "oh yeah, there's totally a TOC ordinance against that". He and his dad had an electrical contracting business for many years before H retired and so he was always up with all the TOC picky codes....

That's very similar to the flies out my backyard, except we have the lone fence. We are required to do the black wright iron looking fences, so they don't offer privacy but do contain the dogs and kiddo. We put a gate along the back to make it easier to move between the yards since there are so many kids. And, we have a big fire pit so we often have neighbors stop by when we are out.
I do not, however, understand how anyone can have a pool of any kind without a fence and maintain homeowners insurance coverage. I realize they probably just aren't telling insurance about the pool, but the liability and just plain old adult responsibility mean your pool needs to be fenced off.
