Usually, when the flowers are past prime. On everything.
The objective is to enjoy the bloom, but prevent fruit/seed formation, to stimulate another bloom.

I have a new this season flowerbed that I've been deadheading religiously. It's amazing the blooms I'm getting! My marigolds love me!
