I just got back from the Palazzo and had a great time. I can't speak to cheap breakfast but for lunch we went to "I love Burgers" in the shops at the Palazzo and it was good and decently priced. For dinner we went to TAO for cocktails and they were not cheap. It is definately an experience eating at TAO with the live DJ, etc.. We only had apps there but they were good. For dinner we went to Carnevino, I would not recommend it. I was not impressed and they managed to mess up Filet. Our best meal was at Morels. I believe Morel's serves breakfast as well but it is not cheap. Morel's would be good for your splurge dinner.

We went earlier this summer and had a great time. The Pallazo is fantastic (stayed there a few years ago), but we stayed at Vdara this time. It was okay, but I wouldn't stay there again.
Anyway, our whole trip was a splurge, so I can't speak much to inexpensive dining options except to suggest checking restauant.com and groupon, since sometimes they have deals on strip dining.
For splurge meals, I would suggest MiX, Tao, Bouchon, and Lavo. All are fantastic. Tao is a top favorite, and we go there every time we're in LV.
Holsteins was good for lunch, and could be fairly inexpensive if you're not drinking with lunch. The same goes for Mon Ami Gabi.
Oh! We had lunch one day at the secret Pizza place in the Cosmopolitan, which was pretty good and very cheap, especially by LV standards.
Earl of Sandwich is a sandwich place in Planet Hollywood (casino section, not the mall) that's really good and very inexpensive.
For breakfast, we have everything from McDonalds to fine dining. If you want to save you could always grab a coffee and muffin at Starbucks (or even better, the Bouchon bakery in Venetian) and eat a late lunch/early dinner. We aren't big buffet people but we LOVE the Wynn buffet and we'll usually go around 1-2 and not have to eat the rest of the day.
At the Palazzo there's the Grand Lux Cafe which is a sister restaurant to Cheesecake Factory. It has a very extensive menu so you can definitely find something less expensive.
Ditto the Earl of Sandwich recommendation for a cheap, but yummy, lunch. Holsteins at the Cosmo is also good and not terribly priced, although to make it cheaper, skip the boozy milkshake!
You can get a moderately priced dinner at Mon Ami Gabi at the Paris. Some better more expensive dinners, I like Lavo, StripSteak, and Sushi Samba.
I really like the Palazzo - it's a great hotel to stay at. I'll be in Vegas next month myself and have been getting my list of restaurants ready.
H took me to see Absinthe last night for my birthday. LOVED it. It's not for the faint of heart, however, so be aware of that.
We saw LOVE last year. That was great too.
I'm dying to see Absinthe. We had tickets to go when I was like 9 months pregnant but a friend said the circus style seating may not be comfortable for me so we canceled.

Absolutely agree. I've seen Absinthe twice - it's hysterical if you don't offend easily! Also, I love Palazzo - great hotel! And the sofas in the rooms are so comfy. Re: food - I agree with Mon Ami Gabi rec. For pricier meals, I have really enjoyed the food and service at Cut at Palazzo, Craftsteak at MGM, and Lakeside at Wynn.
