What age do you think they all are? I'm a nosy busy body and would march over there and talk to them about the foul language and "n" word. I would also tell them to move away from the hole.

In my small neighborhood all the parents look after the kids. I'd go out there with my best "mom face" and "mom voice" and talk to them about their language and being safe around the construction. Then I'd mention it to their parents.

Call the cops and ask them to make a drive by the construction site. Tell them that there are kids playing there and you don't want anyone to get hurt and you don't see any other adults. Use the words "exposed wires" and "liability".
I wouldn't address the language issue with the kids at this time.
Go out and ask where there parents are in my pissed-off-teacher voice and if they run away, great. If they get their parents and I can tell them what ass-hats their kids are being, great. In my experience asking where the parents are keeps the kids away.
I'd tell them to go home and call the builder. The builder needs to know, he's facing a lawsuit if they get hurt or worse. I'd leave it on him to do "something" about it. The kids using the N word I'd remember and make sure my kid never hung out or was friends with them or me with the parents. I'm that bitch.
I would intervene because there are exposed wires and they could become seriously injured. If you didn't want to approach them maybe you could call the non emergency number and let them know what's happening so they can stop by and tell the kids the dangers of playing by open wires. I would not address the cursing though.
Small town so this is tough and is it same builder as one that did your house with all the problems? I would call about them playing and mention language to parents but I would probably tell the kids to not use that kind of language as well and send them home.
I'd call the PD. We had a little girl in our area who was buried alive with her cousin when they were playing in a construction site. It's so super dangerous.
I'd whip out my phone and get it on video, then go tell them I'm going to show their mama's the language they've been using. Whether I do or not depends on their reaction and if I know where they live.
