Are you supposed to wet your hair before you put on your swim cap? Or put it on over dry hair? I've been wetting my hair during a quick rinse off shower, then putting my swim cap on, then jumping in the pool. I'm not sure if this is the "right" way to do it though.
There's no single "right" way. I usually wet my cap, not necessarily my hair. Baby powder in a dry cap is another option, but then I get the air bubble. A lot of pools require you to shower before you get in, so your hair will be wet in that case. Whatever's easy for you.
Some people also swear by putting conditioner on their hair under the cap, but I've never really had enough trouble with dry hair to warrant that. Plus at various points of my life that would have run me through wholesale size condition bottles weekly.
I don't, but I wear a spandex cap because it stays on better. My hair always got wet under a silicone cap anyway, so I really just use it to keep my hair out of my face.

The point of a swim cap is only to keep your hair out of your face. They don't keep your hair dry.
When I first started I would wet the edges just so the wispy hair stayed in. now, I go with dry hair and some days my hair comes out of the cap dry; which is nice for when I swim on lunch and have to go back to work. Some days it gets wet though - and I haven't been able to figure out what i do differently on those days.
