Austin! The 3M half in Jan is ALL DOWNHILL. The Austin Half/Full is in Feb. The 3M has the potential to be cold. It's unpredictable. I think it was 40ish at the start this past year.
Rock and Roll Pasadena was pretty nice. It was the middle of February, started off chilly (40's) but I ended in shorts and a t-shirt. It's a little hilly, but the scenery was really nice, you start and end at the Rose Bowl, and it was well organized. And LA is great in the winter!

Disney half in Jan? The weather can be unpredictable though. One year it was literally freezing. But usually it's in the 60s. And Disney World could be a good family vacation.
You can always come to Seattle and do the Seattle Half Marathon during the Thanksgiving weekend. It might be cold, might be just right, might be snowing, might be raining, might be windy. It's really quite a gamble. But it's nice to run off all the T-Day food!
Both in Houston, very mild winters. RunGirl is a little different since it is all women, and R&B should be fun and unique with all the bands lining the race route.
I don't really have a specific race suggestion, but if you do live in a cold climate, make sure you somehow train for the heat of the actual race. Maybe that's running inside on the treadmill with the heat cranked up, whatever you can do. You really need to acclimate yourself as best you can or you'll be miserable during the race.
I live in PA, and flew down to St. Pete, Florida for the Womens Half 2 years ago in November. I was not prepared for running in that heat, and the race was totally miserable for me. Just a tip!
