Chalk is very very drying to the hair. Not only that, but you make a big mess on your clothes, your hands, and everything else it touches. It's cute in theory, much like most pinterest items, but in reality it's just a big ol' mess.
Also, if she's not doing it often, I can't see it being all that damaging. She may as well just dye it if its something she's looking to do everyday.
Yeah she's a teacher so she has an entire summer where she doesn't have to worry about it being dyed.

@pixy, I know it washes out, but I read some comments about girls having a hard time washing it out and that they couldn't brush their hard for a week or so.
Kevin Murphy Color Rub is a great chance to try out "wild" colors. But if she really wants something for the summer, she should just go and dye it. I added purple to my hair just last week. (I have been wanting to do it for years and just didn't bit the bullet until now) I went to the salon. Color Rub actually isn't that messy or hard. Theatre people have been using products like this for years. (I am an actor and have had my hair every color of the rainbow . . . and some just for a night or two with products like Color Rub)
Dyeing it is fun and will fade in about six to eight weeks. I don't give a flip if people think I am crazy having purple hair. Life is too short and it's just hair.
OP, oil pastels can work too. I've made mine blue for a hockey game with them. You just color, flat iron or curl to melt it to the shaft, and spray it with hairspray. It comes out in the next wash or two.
