Who would you contact for (dog) poor breeding practices

There is a woman on my neighborhood board who needs to rehome her puppy (don't get me started) that she got this weekend.  The puppy is 6 weeks old.  That is insanely early to have left it's mom, right?  I want to encourage her to report the "breeder" but where should I direct her?

Maybe the American Kennel Association?

ETA is it a purebred or mixed breed? I know they monitor breeders for purebred dogs I'm not sure about all dog breeders though.

Your local SPCA. Puppies should be with their mothers until they are 8 weeks, minimum. Bitch needs to be reported. No pun intended.

Lady says she has AKC registration papers from the breeder.

Also I think 8 weeks is standard so it's 2 weeks early. I'm not sure they will do much but its worth a try.

Oh then totally report it to them. If the humane society doesn't get involved for whatever reason they might face issues with the AKC.

The big problem with getting animals that young is their littermates and mom teach them bite inhibition. We can feed them properly and try to socialize them, but the bite inhibition is hard

A reputable breeder would have kept the pups together even if there was a problem with the mom.
