Is he fixed? If not, I suggest that first thing. It sounds like this is a new behavior so I would take him to the vet to rule out any physical causes. If he gets a clean bill of health then I would get some advise from an animal behaviorist. Petsmart has trainers there that you could talk to.
I wish I could help. I had a female marker and she ruined 3 carpets and the subfloor underneath. The only thing I could do was prevent her from accessing the areas she marked.
It most likely is because of previous dogs in the house. Once that smell is in there, it's SO hard to get it out. I never had any luck with Nature's Miracle or anything like it.
don't allow him access to those rooms unless he's leashed and being closely supervised. use a scent remover to clean the areas to reduce his desire to mark.
Ditto the health check, just to be sure. Also, when you trained him, did you do crate training? We had this problem with our small dog, and basically re-crate-trained him from the beginning.

Is that what I have? My female bulldog will come in from the yard, march over to the spot in front of the TV and pee.
If my other dog pees in the yard she will pee on top of his pee. Is that why she won't stop peeing in the house, because she's marking?

Curly, that's EXACTLY what my JRT did. We had to stop letting the two females out at the same time because not only did she pee on the other one's pee, sometimes she didn't wait for her to stop peeing and she peed ON the other dog. Like, all the time. Good thing Roxy is white and we could always tell right away that she'd been pissed on!
You have a dominant female, like I did (this is the dog who went missing in July ). Hurley also NEVER peed like a female. She ALWAYS lifted her leg to pee. And yes, she would literally walk around squirting on this or that (outside and inside). Such a joy. She often peed in the spots where Roxy would eat too. I never found a great solution for this, other than cleaning up piss 3-5 times a day.
ETA: We tried the diaper thing too, but she HAAAATED it and would submissive-pee while we were trying to put it on or take it off to let her out. Even when we did get it on her, she would still try to mark and soak the thing. She didn't seem to give a fuck about it. It didn't deter her at all.
I'd for one get him checked out just in case. But I'd clean with vinegar, got pee, or nature miracle. Those should clean the urine that he keeps marking over.
Do not use heavily scented cleaning products because he will want to continue to cover that up.
Feed him in those spots. No one wants to piss where they eat. Same with setting up his bed there.
Tether him to you so you can always watch him. Or crate him. Or watch him sooooo closely that you can catch him in the act. Punishing even a minute later will not help. When he pees in appropriate places, praise him or give him a treat. Remind him what is ok and not.
My dog had absolutely no problem pissing all over the area where the food bowls were.
Make sure you're cleaning with something like natures meracle (I cant spell, sorry), not just soap and water.
This can actually be counter-productive if he's marking. When you're talking a young dog that has an accident, you want to remove all trace of scent so that they don't start to think of it as Potty Place. BUT, if you're talking about a dog that is marking, he is deliberately putting his scent down. So imagine him coming back in and going "Well, shit.. I could've sworn I just...." *tinkle*

Mine actually marked directly after she ate, before moving. lol. chomp chomp, pee.

She doesn't lift her leg and hasn't peed on our other dog yet but she will pee multiple times on a walk and always pees on other dogs pee spots. She is very dominant, she definitely tries to run tbe show (we joke that its Lucy's universe, we all just live in it to feed and pet her). She's been checked over by the vets and no problems with her plumbing but they never suggested this. We rented a house with all laminate floors so it wasn't a big deal but our new place has carpet and two nights ago she pulled this (again) and we decided to keep her in the kitchen. LO is crawling and its too gross to have him crawling on that.
