My neighbors leave their border collie out ALL THE TIME. The dog is an outside dog which I don't understand. She is friendly. When the owners come outside she is great with them and the kids. They also got a dachshund puppy that is only inside at night. They let her out around 5am and take her in around 10. I have seen the border collie go inside once when we had golf ball sized hail.
Now, we have a wildfire within 15 miles of us and we can smell it. My eyes burned when being out there for a few minutes. And the temp is hitting record highs of 101. They have water and only a little dog house (1 dog at at time can be in it). There isn't much in the way of shade in their yard. The dogs use the kids jungle gym thing and swings as shade.
Will animal control do anything? We also live on a military installation so I don't know if the MP's would do anything. Their lines have been busy because of the families that live in the line of the fire needing info. They aren't the only ones in the area that leave their dogs outside all the time. But with this heat and the smoke it worries me.
As sad as it is, leaving your dog outside all the time isn't a crime. Call animal control for advice but there probably isn't a whole lot they can do.

Our next-door-neighbor's dog is outside alone all the time too, on the hottest summer days and the coldest winter days. I called to find out what the city ordinances are regarding pets being outside, and in my city, as long as the animal has access to water and shelter, they won't do anything.
It's sad that the dogs aren't getting more attention and care, but your neighbors are probably within the rules to keep the dogs outside.
