Almost every single carrier will let you upgrade early now as long as it has been 6 months. The rules just changed a few weeks ago.
Also, if you are eligible for an upgrade you might be able to transfer that to him (if you're on the same plan). That's why DH has a new phone and I'm still on my 3.5-year-old one.
I got a blackberry q10 (and I LOVE this phone and I'm not someone that LOVES gadgets, I use them and like them but I don't LUHHVVEE them). I love this phone. Less than 2 weeks after getting it I dropped it 18" on to asphalt, shattered the screen so I feel your pain.
I know Blackberries aren't for everyone but I love this phone. It is SO easy to use, a lot of the features you find on androids and iphones. Q10 has a nice size keyboard too - it is really fast - I can't say enough good things about it.
What carrier are you on? Is a Nexus 4, or waiting until next month and getting a Nexus 5, in the budget? It's $250-350, and at least with T-Mobile you can pay it down at 0% over 24 months.
Sometimes even posting to local friends and asking if they have an old phone laying around from the same carrier. We don't usually resale our phones so I have had a few old models of my past phones. Works well if your only a few months away from being able to upgrade.
DH did this over the weekend. Lucky for him I just upgraded my phone two weeks ago and still had my old phone. I was surprised there was not activation fee to transfer the number. We have sprint and it was surprisingly easy - they even had my old phone pre-registered as a phone to switch to, so I only had to confirm the number and select it.
So now he gets to deal with my old, buggy phone for the next 10 months until he his eligible for upgrade, maybe this will teach him to be more careful (this is not the first time this has happened).

AT&T We have grandfathered unlimited data for two phones and only pay $120/month for both phones so I don't particularly want to change carriers/plans.
