Here I'm pretty sure it's code that all of the windows have to be big enough to crawl out of in case of a fire. There's also rules about how many exit doors are needed and how close to main living areas they are for this reason too. Although, in older houses I know that's not always a possibility. Is it a valid concern? Yes. Would I necessarily worry about it? Probably not. But I don't tend to get worked about stuff beyond the realm of my control, but I'd probably fix it the first chance I could.
Like everyone else has said, it's code here for a "bedroom" to have a window that someone could fit through. I believe the window needs to start at a certain number of inches from the floor and be so large. A room with 10' ceilings and a 3' window that starts 6' off the floor wouldn't count becuase it's too high off the floor.

Even though your child cant escape herself but the fire department can get in there from the outside to help. Its a very safe and helpful thing to have in mind (even if there wouldn't be a code). I planned several times fire drills in my home.
