I didn't find that to be true at all. DD's age pretty much followed the sizes until she hit 2T (around age 2). She can still wear 18 - 24 mo if you aren't worried about length, but she needed 2T for the length. Now that shes' just over 2.5, she needs 3T for length but is only just now able to wear 2T waists. Adjustable waist pants from Carters have been our best bet.
As far as a newborn - get 1 or 2 pieces that are 'newborn' but only take the tag off one (or borrow from friends). Get the rest in 3mo sized. Look for easy on/off - so kimono style shirts and knit pants, snap up sleep N plays (better than zippers because you can unsnap the bottom only for diaper changes). I would recommend getting enough for roughly 2 weeks - so you have spares when you get spit ups and diaper explosions. Same goes for 6 mo - 12 mo. After that, IME, we had fewer diaper emergencies.
Oh - and in terms of brands - Carters @ Walmart (which is 'Child of Mine') and Target (which is 'Just one You') runs small where as true Carters seems to run true. Old Navy runs a little small, but not as bad as Child of Mine. I also found that Children's Place sizes ran pretty true. Don't even bother with the Gerber brand packs of baby cloths - they are scratchy and fall apart at the seams. I would hit up Carters - sign up for their email they have sales often - and stock up on basics when you get a good deal (short & long sleeve plain onesies, sleep n play jammies, knit pants, jeans).
Yes, with both babies I've found they wore the next size up at each stage until 2T. And both girls are not large, at all.
We really had almost no NB clothing. They wore that for 2-3 weeks? Until about 6 months, they pretty much only wore onesies and soft cotton pants. We had about 10-15 each of these in size 3 MO and 6 MO. Maybe 2 dresses for special occasions.
I think it's worth it to invest in good socks for babies. Constantly putting back on crappy socks that fall off all the time is a pain.
Ditto everyone else...there really is no way to know. DD is 2 and can still wear some 6-12 month sweaters and tops and a lot of the 18 month pants fall off her. Other kids are in 3 and 4T at her age...I think it is really hard to buy ahead until they get older (and even then it isn't 100%). I'd just get some basics in NB and 0-3 months and then see how your kid grows.
I've never heard of that before, that's a huge difference. I hope that isn't true for Madison, because I have cute summer stuff I want her to fit into!
I love Hanna Anderson and Mini Boden socks. Mini Boden goes on sale pretty often. Target used to make a Circo brand that folded over, and those stayed on really really well, but I haven't seen them for a while.

My biggest advice is to keep it pretty minimal until your baby is born. I fully expected to have a larger baby (I was 8 7 and my h is a big guy). Connor was 6 6 and so skinny. He wore nb for almost three months, and has always been on the smaller side for clothes (started wearing 3-6 at 5/6 minths).
Moderation, consignment and hand me downs are the secret to baby clothes. Mine wasn't in 0-3 month sizes until four months and stayed there until 7 or 8 months. She only moved up because it was all too short but still too loose. Most baby clothes are made for chubby, chubby babies (or short, chubby babies). She was long and skinny.
She turns 3 soon. 3T stuff is often too wide and too short for her. (And she isn't a skinny little one any more. Just not as wide as gymboree thinks kids should be).
