For my nephews I tend to stick with the new truck or car or a new ball. You can always do books, those are good for any age. But take my advice with a grain of salt because I also suck at boy things thanks to have two girls.
Any ages--music CDs (raffi, bare naked ladies, okee dokee brothers), trucks, balls,
1yr-little people sets (airport, farm), tent or tunnel to crawl through, blocks
4/5yr old- the book, the day the crayons quit, my nephews love that one, Sorry-the board game, build a birdhouse sets (where you screw it together and paint it)
1 yr old: blocks, books, push toys,mini versions of real things (like vacuum cleaner, lawn mower, they love to imitate hitting 14 months or so), soccer ball (or other balls) to push around, pull toys.

Yeah I totally didn't see the comma at first and thought truck balls was a suggestion, LOL. My eyes got wide.
~$25, and it needs to be a tangible gift (not a savings bond, etc. though something like that with a smaller gift might be okay?)
Any ideas for the 5yo? That should be a tangible gift because he's 5 and he gets Christmas.
Also, an almost 4yo boy? LoL (Can you tell I suck at boy stuff?) SIL says he loves all things Spiderman.
We bought my 6-yr-old nephew Captain America sheets last year. They were a hit. I have vivid memories of my Muppets sheets, and DH had NFL sheets he loved. Those would work well for the older boys. I bet Target has Spiderman, Avengers, and other characters on both sheets and towels.
1 y/o: books, mega blocks, rocking horse, one of those soft tunnels. 4 y/o: can you find a Spider-Man costume on clearance from Halloween? Does he or the 5y/o have any electronics like an innotab or Nintendo DS? maybe remote controlled cars for both?
