Unless I am on a first name basis with a parent, or person, for that matter, there is always a greeting.
So the chair of our school council (PTA), also the parent of a child with serious behaviour issues, we chat daily by email and phone and in person too...most of my emails start with Hey ___. Anybody else? They get a full greeting.

Usually when I get e-mails from parents, they start with, "Ms/Mrs. Lastname," and when I reply, I always use "Mr./Mrs./Ms. Lastname," etc.
Occasionally they don't and just start typing. It doesn't offend me, but I prefer opening the e-mail with a salutation, so I'll use one when I write back.
Not including a greeting in an email - when it's the first in the chain - is my professional/work related pet peeve. It isn't like it takes that much longer to type, "Hi Lola," and then the rest of the email.
(admittedly, if my options are no greeting or "Hey Douche Bag," i would take no greeting.)
