I think when you're not a member it becomes more like a venue than a church. They probably think you're lucky they'll let you use it at all!
Our church doesn't charge for weddings but you do have to be a member and Catholic, of course. They will ask for a donation but if a couple says they don't have the money, then they don't have to pay.
Each parish has their own rules, though. One of my friends said the church fee was $250. The couple went on and on about how much money that was and it was cutting in to their entire wedding budget so he suggested that they pay 1% of their entire wedding budget instead of the $200. They paid the $200.
We paid a 200 donation (suggested amount by church) plus organist plus wedding coordinator's fee. We didn't know about the wedding coordinator's fee because we had no choice but to use her. It was almost double that for non members.
