Could you do 5 passed appetizers, 5 buffet items, and a cash bar? I'd happily pay to get liquored up if I was a guest. This way, you get the benefit of everyone being able to walk around and socialize all they want.
The food and party would be free otherwise, so I don't think anyone would complain.
I picked C. I think a few glasses of wine is suitable for a birthday party. I don't foresee myself getting trashed at such an event. Booze is never wrong, so I would be fine with D, but I don't think it is necessary.

However, given your update, I would not mind paying for my own drinks in that situation. I think it's nice when drinks are included, but I also think it's enough for you to provide food.

For me, 7 pm is too late for dinner. It is, however, an excellent time to start drinking and enjoy some snacks. Or what you call "appetizers," which is confusing in this situation since appetizers are served before a meal.

Cash bar is available for all of the non-open-bar options.
And the cocktails at this restaurant are particularly good.
