We always but a gift card to the car wash (romantic, huh?) in each other's stocking. I also usually put his favorite candy, new dress socks for work (again, romantic), and some small trinket or tool. Last year I got 5 small LED flashlights from the $1 section at Target which he liked and uses often. Oh, and an orange which is tradition in DH's family and comes from the story "The Christmas Orange".

I go a bit wild with stocking (we actually use sacks because stockings aren't big enough for us).
- marshmallow santas - some gummies - couple of groupons (last year was for a frozen yoghurt place and a comedy show) - toothbrush - mini flaslight - socks - handwarmers
I probably spend about $30 when you take into account the groupons. Everything else is from the dollar store though
Go to the display in target just in front of the door. Most of it is around $1. The more silly and useless the better. Combine that with candy and a real gift in the $10 range and voila!
I've gotten my husband a Cubebot puzzle, a firestarter, an Amazon gift card (for $100, so it's an actual gift, but it's small so it goes in his stocking), a giant Reese's cup, and some Reese's trees so far. My mom and I always go to Target, WalMart, Dollar Tree, etc., on Christmas Eve to do last-minute shopping and buy stocking stuffers, so I know I'll get more then.
I love to buy gifts and stockings are my favorite, so I go WAY overboard.
This year, H's stocking has a pair of boxers, two magazine subscriptions, pj pants, xbox gc, leatherman, golf gloves, minecraft magnets, a lego set, and a DVD.
We don't have a budget. I usually put in beef jerky, small toys, candy, small bag of flavored coffee, maybe a dvd. I like people's suggestions of lottery tickets.

We are a food-only stockings family. It will be hard this year since DH has asked for various chocolates as his actual gift. I will probably do homemade jerky, nuts, snack mixes.
I'm glad to see this post. Our stockings are usually like 75% treats, but we're both trying to eat better, so that eliminates a lot of our typical stocking fillers. I want to get us smaller stockings to mostly eliminate the problem but I haven't been able to find any yet. They're either full size or tiny tiny, like ornament size.
I like the mini booze idea, I'm going to add that for sure! So far for DH, I have lottery tickets, kona coffee, metal collar stays, and dress socks. For my kids, I will have M&Ms, travel tissues, chapstick, body wash, and fun bandaids.

I load my son's (toddler) stocking full of packages of freeze dried fruit. strawberries, peaches, etc. Target & TJ's has them. It's sweet & feels like a treat, but typically there's no sugar added so it's not terrible for you! Just an idea if you're looking for a healthy sweet option
We do a lot of toiletries--shampoo, make-up, body wash, etc. Also candy and magazines. I told my husband last year I liked lipgloss and nailpolish in mine....wish I could have seen him standing in CVS picking it out
Lottery tickets, itunes/kindle/xbox cards, jerky, candy & chocolates, coffee, mini booze. Any small items that he has been eying. I think in the past I've done a compass, fire starter, lego magnets, a nice mechanical pencil for work, aftershave, and a mini flashlight. In more expensive years I've done tie clips and cufflinks.
We will spend $30-40 this year. Some years it has been much higher.
We don't have a specific budget for it, but we try to keep most of the individual items to $1-$2 each. I usually throw in beef jerky, candy, Steam codes written on notecards (cheap video games), razor blades, any little toy or trinket that catches my eye, etc.

We don't do stockings because it's just adults in the house. Growing up, stockings were 90% consumables in my family. Oranges, chocolate coins, etc. We hung our actual socks, so there wasn't a lot of space to fill.
He nearly bought these branch pencils from Marshall's so I'm going to go get them, plus keep my eyes open for anything else. I've also found stuff at Target, the dollar store, Home Depot, thinkgeek.com, Etsy, Whole Foods, Shop Rite, and liquor stores.

Target, in the Christmas candy section! I actually think it's a two-pack, but they're like half a pound each or something. It's $10, and I think it will be $10 well-spent.
