What about a scholarship set up in her name to an organization she cared about? If she loved horses, maybe a therapeutic riding center? If she had a favorite college, a scholarship in her name? Scholarship set up to help classmates in college as they reach high school? Something that will "live on" with her name.
Planting a tree in her name?
Is there anything the town needs that they can collect money and build in her name (park, play area, leash-free dog park...)

Can you guys do something unrelated but in her spirit? Like a toy/personal items drive to honour her and bring things to the local women's shelter/food bank/angel tree?

They organize a yearly book drive at my kids' school in honor of a child that died. We don't even know the story (my family), but we donate. It is a huge success and I think is a nice way to remember the child who died.
