The nurse in our birth class said forceps are practically discontinued, a lot of docs just don't use them at all. You can be very clear in your birth plan about the use of forceps or a vacuum. Even if you don't have a writen birth plan, talk to your DH and have an understanding of what you're willing to do to avoid a c section.
I'm delivering in an out-of-hospital birth center, but if I weren't, I would probably write a birth plan requesting no forceps without my approval. I don't think they're used very much these days anyway though.
Forcep use is rare. It is a skill that most new doctors don't have and I wouldn't trust them with it. The few times I have seen it was by a doctor who was older and knew what they were doing, and after vacuum assist had failed. I wouldn't even blink at using a vacuum, but would be very hesitant with forceps even though my doc is one of the ones I have seen use them.
Midwives are not allowed to use either. And it sounds like this doctor had some problems before this delivery, but geez that is horrifying.
I know that this happened a long time ago but my bio grandmother (mom's mom) was delivered with forceps and has lived with cerebral palsy her entire life as a result. She is too mentally delayed to have ever raised a child.
They are still used but I think mostly by physicians who were trained during a more popular time for forceps use. I think they tend to use the vacuums more now.
