I got some elf eyeshadow to try out. I was hoping it would last longer than powder eyeshadow. It was a mess! I used the brush included. It went on really dark, but within an hour was pale with all the color in a crease in my eyelid. Under my eyes it was all smeary.
Try Maybelline color tattoos. It sounds like the elf shadow is just crappy quality. I apply the maybelline with my fingers and just dab it on. It's very quick and easy.

Powder shadows always crease and melt on me (no, I haven't tried a primer yet, it is on my list) but MK cream shadow has done really well for me, it actually stays in place all day for me. The only other cream I have tried is Almay and that creases by the time I leave the house, but I love the colors so just touch up through the day.

Try a primer first. Also, ELF products aren't the greatest quality so you may find that a better brand will last longer. I like the Maybelline ones or Loreal for drugstore but I love Benefit and Bobbi Brown if you want to spend a bit more. Also, setting them with a little powder eye shadow also helps.
