I was able to wear my low rise underwear throughout my pregnancy, but I ended up with a c-section and haven't been able to wear them since. They still irritate my incision and it's been over 4 years.
I asked my friend this same question recently and she said she wore regular underwear throughout all three of her pregnancies. Mine still fit fine, even though I'm carrying low. I hope that doesn't change.

I bought new panties b/c my normal ones became uncomfortable as my hips spread and they started "cutting" into my thighs. I got a pack of maternity underwear at Motherhood on sale and I love them, but not enough to pay full price. For now I plan to just size up. I ended up getting a few pairs during the Soma sale

It will depend on how you carry. With my first pregnancy I gained weight all over and so I was good with regular undies that were a little bigger than my normal size. I did need new bras pretty early that time.
This time, all my weight is in my stomach, so regular undies aren't cutting it. I bought some of the fold over waist ones from motherhood and I really like them. Under dresses and such, I don't fold over the waist to keep a clean line. Under other stuff I fold them over because I want them under my belly instead of on my belly.
This time I was also able to use bra extenders until about a week ago when I had to switch to a bigger bra.
my underwear have been kind of ratty since the 15w mark just because i was due to replace them around then anyway. i couldn't tell you if i'm stretching them out or not since they've grown with me, but i decided i'd rather save my money and buy nice, new pairs when the pp ick is over than to drop cash on something for the interim to look pretty and then potentially spend more money later. granted my regular unders are low rise and my bump has been high, so comfort hasn't been an issue - ymmv on that point.
i did buy new bras - i went from a 32B to a 34D/DD by 25w - but i found a 2 for $30 sale and am making do with those.
in general, i'm very adverse to investing much money in temporary clothing. i'll live without or live with slightly imperfect and save my money for more long term items once pregnancy is over.
I went up a size with mine as the old ones just put a bit too much pressure. so I just picked up a couple cheap packs of the bikini style Hanes from target. They sit just under belly and work perfect and because of the price I won't mind just getting rid of them later.

I bought maternity underwear on clearance from motherhood online. It was so much more comfortable.
Post csection, I'm in Hanes briefs granny panties. Good thing there's no sex allowed because otherwise these would kill it anyway, lol! I can't have anything close to putting pressure on the incision site. Maternity panel pants hand helped with that too.
I wear low rise too so my belly is affecting nothing underwear wise, but I need to buy some in a size up anyway, my ass has obviously expanded as I feel they just don't contain it any more.
My regular undies still fit just fine...they sit under my belly and don't seem affected by it. They don't seem stretched out but I guess I wouldn't be able to tell right now anyway.
Most of my regular underwear fit fine. I do have a few pairs of the next size up in the Hanes 6 pack and they are honestly more comfy. I'd just buy some cheapies for now and then replace with better stuff (if that was your plan) once you are back to a stable weight.
My hips expanded a lot during my first pregnancy. It had little to do with my belly. I just pulled out all the underwear I wore during pregnancy #1 and it's all still too wide across the hips for me right now (at 12 weeks). I wasn't wearing it all within a few months after giving birth last time.
