You've already got Sandra Boynton recs, some of our faves are The Going to Bed Book, Moo Ba Lalala, Hippos Go Berserk, The Belly Button Book and my kids love Blue Hat, Green Hat and What's Wrong, Little Pookie.
Julia Donaldson: The Gruffalo (super cute animated cartoon, too, nominated for an Oscar with voiceover by several actors from the Harry Potter movies) and The Gruffalo's Child; The Snail and the Whale; and Room on the Broom.
The Bear series by Karma Wilson. The first one, Bear Snores On, is the best IMO, but there are a bunch and they're all cute. Bear Wants More, Bear's New Friend, etc.
I will always love the Tawny Scrawny Lion and the Saggy Baggy Elephant.
A Home for Bird by Philip Stead.
Tacky the Penguin.
The 5-minute Pixar stories collection is great, too -- they really do only take about 5 minutes to read, and they continue the stories of characters from the movies (like, stories from the Toy Story toys when they live with Bonnie; Lightning McQueen and Francesco re-match, etc.)
