So I booked tickets to Peru over the weekend (so darn excited) and now am looking around at domestic flights between Lima and Cusco. Has anyone flown on Star Peru before? I see that they're a "relatively" new airline compared to LAN and Taca. I couldn't find anything negative on them from a safety regard, just some articles that said a lot of the aircraft is on the older side. But their prices are a lot cheaper than LAN and Taca, something about them not charging the gringo/foreigner tax?
And lastly, are flight delays into Cusco as bad as some people make them seem with the fog? I read that this is more of an issue during the months of Dec-Apr (we'll be traveling in late August) but would love to hear about anyone's experiences as well.

No, but I have flown on Peruvian Airlines, which is significantly cheaper than LAN and Taca, and was very comfortable with them.
I'd be surprised if any of the airlines don't charge additional for foreigners. It's seen as a way to keep intra-country travel affordable for Peruvians. I know with Peruvian Airlines, the fee is higher when you book from the English/non-Peruvian site, and if you get to the airport and somehow didn't get charged the difference when booking, the difference will be added at check-in.

As for the fog causing delays into Cusco, I don't know, because I didn't fly into Cusco, but you should be prepared for possible travel delays on any leg of your trip, as Peruvians tend to have a more relaxed concept of time than typical in the US.
Thanks Captain Serious about the Peruvian Airlines info. I've lived and traveled in various Latin American countries over the years and am well familiar with "Latin American" time and wouldn't expect anything less from Peru
