I was coming in to say stomp rockets.
DS1 likes water toys, if you live where it gets warm/hot in the summer. Either Slip N Slides, or the ones that spray when you hook them up to your garden hose. We also have the requisite t-ball set, soccer goal, and surprisingly what he really liked last summer was badminton.
DS is 4, and is all about digging right now. He has a giant metal dump truck and all sorts of "constructions" equipment, as he calls it. A sandbox with a cover is our next purchase for the backyard. He does get really dirty, but he will happily dig for hours, so it's worth it.
My DS is 4 and he loves his stomp rockets. He also has a bike with training wheels, a water table, a basketball hoop and a kids picnic table that get a lot of use in the summer.
Chalk, bubbles, stuff that uses chalk and/or bubbles. A bike or scooter of some sort with helmet. Soccer balls. Sand box. Water table. Some combo of the two. (FWIW, I hate those b/c of the mess but they've always been hits with the kids) Swings.
