Our younger dog has anxiety freak outs since our house was hit by lightning a couple of years ago. We have tried a couple of Rx meds but Benadryl calms her just the same until the storm or whatever has set her off passes.
It's hard to watch them so upset and inconsolable. Hair pats to you and ear scratches to your pup.
Our dog licks the floor a lot, I never associated it with a panic attack though. I figured he was just being a atty looking for dropped crumbs... I hope I was right and not just being a bad pet mommy.
Our dog has anxiety problems and will lick obsessively, sometimes it is blankets, sometimes it is pillows, sometimes the bed, sometimes herself, or sometimes my arm.
Is it caused by anything or just random? My moms dog gets them from storms. The summers suck for her. When I was living at home she used to come stand at the end of my bed and pant so hard I would wake up to the bed shaking. I used to grab her and lay her next to me and basically squeeze her really tight next to me with my arms and legs (so basically spoon her really tight) and she would calm down. I was her human thundershirt LOL. I feel bad because I am her favorite person so when I left she just decided to hide in the closet when it storms, my mom turns a fan on in there so she can't hear as much and it seems to help some.
My dog used to get hot spots from licking himself in one spot due to anxiety. We never pinpointed what the issue was, he just eventually stopped on his own. Hugs, its hard.

The thundershirt really helped with my dog's anxiety associated with storms, loud noise. It does not completely get rid of it, but makes him noticeably less anxious.
ETA: I usually put it on before the storm hits, if I knew bad weather was coming that day. I notice the effect more that way. Like if he is already anxious from the storm in does not work as well.
