My district has us do this for OOT conferences. In fact, in the past they have been known to book a room with one king bed if the hotel was getting booked up, and co-workers would have to share a bed too
Luckily, the one OOT conference I went to with a co-worker, they meant to have us share a room, but the place was out of double beds, so we each got our own king Score.
I would be totally fine with paying extra for a private room. I really like having my own space. Sharing a room with a best friend is one thing; a co-worker I may not be close to is another.

My old job switched to a two-per-room policy after it started losing money but luckily my boss decided it was ridiculous and didn't make us comply. We saved money in other ways but there was no way we were going to split rooms although we didn't travel all too frequently.

OH HELL NO. That is not ok.
It was pretty awful. I love my boss, but not enough to share a queen bed with her! It didn't help that I came down with a horrible cold the during the trip and was miserable all night long.
ETA: my boss wasn't happy about sharing either and promised we'd get enough rooms for one per bed next time. That was the only time we've had to share beds, though sharing rooms is the norm when we go to conferences.

Working for a school district, they have asked if we'd share, but we always have the option to kick in money for a single. That's fair, IMO. Sharing a bed with a coworker? Fuck no.
ETA: And wouldn't they be possibly opening themselves up to some kind of sexual harassment complaint What if one coworker touched the other during sleep?
My company does this, but there is usually only like 5-10 of us on a trip together. I have complained enough that they always buy me my own room which is lucky, because last business trip I was up with a raging of the diarrhea.

I don't understand this. If you're willing to pay for your own room, or drive your own car, they cannot "make" you share a room or carpool. You are an adult.
