Where is the problem, is it between you and the lining or between the lining and the overlay? A slip would help if the lining is riding up on you (but the overlay isn't).

I have this same problem with a very similar dress, it's just not a printed overlay. I haven't figured out a solution yet and spend half the day pulling the sheath down. Tacking it sounds like a good idea, but if the overlay is a lot lighter, it could just end up pulling the whole thing up.
Thanks everyone, I tried just the sheath on last night just a short walk from my bed to the mirror and it was up around my crotch so it's definitely something to do with the material and me. I'm going to bring it to the tailor next week and see what she thinks. I love the dress but it does me no good if I can't wear it.
I would try tacking the seams together and see if that helps. If they are side seams, tack on both sides. If there's only a back seam, you may want to try and tack in front, too.
You could also try the no sew hem tape, but I don't know if it would show through.
