I am super behind on my photos, but generally I put them on my computer (iPhoto) and an external hard drive AND Flickr. On my computer and hard drive they're in folders by year and then by event/trip, on Flickr just by event/trip. I haven't run into space issues on my computer yet, but when/if I do I would delete photos from there and keep them on the hard drive and Flickr. I like having them in two places at all times. You can have private albums on Flickr so that it's just storage and not for others to see if you want.
When I actually blogged I had more motivation to deal with my photos. I hope that I'll get that back at some point (and use my camera more again), but for now it's just not a priority for me.
They're on my computer (in iPhoto), and backed up on an external hard drive (as is everything else on my computer), but I put highlight albums together on Smugmug to share with family and friends (and as another source of backup). That's where I steal things from to post here
I have a 1TB WD MyPassport drive with the following folder structure: Year -> Event -> Photographer (in case I'm traveling with someone else) -> Edited All of the original images go in the root level by photographer. Once I pull the directory onto my laptop, sort through the photos, and do any editing or cropping, a copy goes into the Edited folder.
The "Edited" photos get uploaded to my website, where I have a Gallery installation running. That way I always have at least some off-site version in case something happens to the drive with the originals.
For viewing a directory as a whole, I just use Windows thumbnails. For viewing individual photos and simple editing (e.g rotating and cropping), I use Irfanview. For more advanced editing, I use Paint.NET
Right now I just have all of mine saved to my computer in various folders. I'm terrible about remembering to back them up.
My folder structure goes Year - Trip/General Event - Specific Location or Year - Trip/General Event - Category depending on which seems most appropriate.

The ones I put on here are normally ones that I uploaded to FB and can just download onto my phone to post or ones that were on my phone.
The bulk of them are double backed up to external hard drives - I keep one somewhere else, the jpegs are in albums on shutterfly - it auto emails the MIL when I upload things so I don't have to deal emailing her individual photos. I'm behind on trip books. I've had such an awful print job on my publisher and shutterfly over saturates the photos that I don't want to deal with it.

I download mine to iPhoto then save to a hard drive. I have them saved to the hard drives as both an iPhoto library and as individual files in folders by trip. But I also keep them on the memory card, labeled with details (trip dates/location/etc.). I have a ton of memory cards in a box in a drawer. Online I use Photobucket for saving the ones I port either here or on my blog.
They go on my computer, upload select ones to FB (where I often pull them from if I am sharing on here) and everything gets saved on external hard drive as well. I only upload to Shutterfly or similar if I am going to order prints.
