DD1 was really into playing apps on a tablet at age 3. They even use an iPad in her preschool classroom. DD2 will be 3 in another week and she is just starting to get interested in playing on the tablet. She's also finally able to understand what to do on most of the apps now.
Honestly, I'd probably just get an iPad with a protective child-friendly case. There are more options for apps that way and I think the cost of the tablets marketed to kids are pretty expensive for what you get.
We have a kindle fire hdx that DS has been using since around 18 months. It's not his, but it comes in handy for travel or when we need to distract him for a bit.

I bought dd a LeapPad when she was 3. It was really easy for her to use and had been through a lot of abuse. Dd even dropped it down the stairs. I didn't have to worry about her getting on inappropriate sites or ordering in game currency.
The downside is that it ends up being pretty expensive especially when you have to pay for each game cartridge. Dd is starting to get bored with it at 5.

DD got an iPad mini for her 3rd bday. Prior to that, DH aunt got her either an innotab or leap pad, I don't remember which. She never had a lot of interest in the kids tablet but loves the iPad. I think part of that is she was use to our phones and our tablet, the kids tablets just don't have the responsiveness or options that a regular tablet does. Also, I felt the apps for the kids tablets were a little more $ than I wanted to spend. I have found a lot of apps for free or 99 cents through the App Store.

DD has had the Innotab & Leap Pad (original) since she was 2.5. We primarily use the Innotab for movies since you can put your own on a SD card and load them in that way. She's at the point now that she can comfortably navigate my Xoom on her own, so we're looking at doing a Kindle Fire in an Otterbox or Lifeproof case for Christmas.
