My office is business casual. My boss and I are both wearing maxi skirts today. But we're definitely on the very casual side of business casual; I also wear flip flops and converse to work. So take that for what it's worth.
If you work in a big law office is probably not good. If you work in a real estate office, hospital case management, teaching and like a million other jobs this would be acceptable a good deal of the time imo.

I did it a few times while pregnant. Well, actually maxi dresses. With cardigans. lol. But I gave no fucks and assumed I could get away with more given my delicate state. I also wore leggings as pants one day. I mean, really as pants, at least 50% of ass showing.
Truth be told, I could probably do it now and no one would call me out, but I wouldn't.
Yeah there were three of us pregnant last summer. We definitely opened the doors for maxi skirt/dresses for all. Also, at the end of my pregnancy I wore yoga pants as work pants regularly.

Officially we are, we just don't get called out for it unless we're wearing jeans or yoga pants.
Probably depends on the office and the material of the skirt, but I wore one pretty much every day in my previous business casual office. It was totally appropriate and perhaps even a little more dressed up than many of my coworkers.
No. I do wear maxi skirts with blazers out to dinner and have worn that look twice to work on Fridays when I really can't be bothered to dress up, but no, they're really not business casual, even with the blazer.
No. I've had a long, frustrating day and I'm developing a migraine so I'm cranky, but NO. NOT BUSINESS CASUAL.
Casual? Yes. Potentially wearable in some work settings? Sure. BUT IT'S NOT FUCKING BUSINESS CASUAL. No matter how many totally blown out pictures of thin pretty people dawdling in fields and/or the middle of the road you find on Pinterest or blogs.
Neither are some of the things I sometimes wear to work, sometimes. But I know where the line is.
But also, the young gals are ridiculous. I saw one gal wearing leggings with leather sides this week. WTF? Leggings are not business casual. Not to mention it was weird since it was 95+ that day.

Yep, this was me pregnant. And theoretically I could keep doing it, except that leggings will make me look pregnant again when I am not. I loved being pregnant for that reason alone.
We don't have a very strict dress code though. Or rather, there is no real dress code. Any day that involves a sporting event I can usually justify a full 'dress down' aka, lulu yoga pants and a lulu hoodie. In fact, some admin get made fun of by staff for being overly dressy (hard to run after kids in the hall/yard in 4 inch heels).
People! Nobody asked if you could wear it to work. I have colleagues walking around in shorts and flip flops in the summer and jeans and socks (no shoes!) in the winter. Why? Because 1- they are out of their fucking minds and 2- we have no dress code.
None of those things are business casual and neither are maxi skirts.
