DD is 40% weight and 90% height. 21 lbs, 33inches Most of her Janie and Jack items that are 12-18 months are too big. I have a lot of 12-18 month dresses that are so big, I swear they will fit her next summer
The tops she has fit true to size
the shorts vary widely. Some shorts 12-18 month are absolutely huge. I have a pair of pink knit shorts I just bought that is sized 3-6 months and and are a little big! On my 16 month old!

I just bought a bunch of stuff for next summer. I bought the dresses in 18-24, I'm sure she'll be in 2t in any other brand. I bought shorts 18-24 with adjustable waist I think they'll be fine. DD is tall and thin and I seriously doubt the 2t would fit her next year.

DD is 34 mos. She's about 70th% for weight (32ish lbs) and 90th% for height (39"). She wears a 3t in dresses and bottoms, 4t in tops. I haven't noticed a huge size variation.

Their sizing is so weird! I feel like it varies so much by the item so I've stopped buying anything from there so we just have smaller stuff. My almost 9 month old (40th for weight and 80th for height) can wear anything from 0-3 to 6-12 in different things.

I am sure 2T would work for shorts, just FYI. The adjustable waists go REALLY small. My child can't fit into 12-18m J&J skirts to save her life (no waist adjusters), but her 2T shorts work just fine if I tighten them close to the max.
