Are you on Facebook? You can connect your accounts and see which of your friends are on there. Typically if you follow someone you actually know they'll follow you back.
Do you sign in thru facebook? If so, then click on your profile and then the little gear thing in the upper right corner. Click on Find People to Follow and you can follow your FB friends or conacts. Start following people and a lot of times, they will follow you back.
And, yes, once you add a friend from a certain group (like here), you'll see other people, they'll see you blah blah (if you're active and like/comment on stuff), more followers.

I think Instagram can check and add all your Facebook contacts for you (people you know would generally follow you back).
Appropriate hashtag use.
For example, you could post a selfie with the mustachioed bartender from your hipster mixologist class with: #hipsterlife. Other hipsters, liking hipster things, would view #hispterlife, see your wonderfully crafted photo, be impressed, and follow you.
Ditto PP's - FB or using different hashtags. I randomly have followers who have pet chipmunks because I posted a video and pictures of this chipmunk we had caught in our backyard. Same thing with pomeranian owners whenever I post a picture of Moose and hashtag it #pom or something.

If you don't reach out you will probably only have Russian tweens and random cupcake shops in cities you have never even visited ask to follow you. That has been my experience anyway.
PM people you want to follow, some people connect their FB to Instagram so they get followers that way as well. If you keep your account public, you will get a lot of rando requests to follow you.

1. No because are well known and generally beloved. 2. I have no idea, I am not cool enough for hashtags. 3. Yes. Depending on which way the following/follower ratio goes the uneven people are either internet semi-famous or creepers. 4. LOL.
I think general protocol is that they follow you back. Especially if they are your friends. And I wouldn't think it's creepy to PM people here if you interact with them here a lot.

This is good to know. So, never ever hashtag my kids or my own face after two drinks. Got it.
Hashtags are a good way to get random followers. I get a lot that way. If you feel like a chode tagging at the end, you can work them into the description- i.e. "Here's my #baby relaxing in the #summer sun!" Vs "relaxing! #baby #summer"
Also if you trust me not to skin suit you I would totally follow your IG!
Most of my Instagram followers are FB peeps or colleagues. Mine is private so I don't know that people are finding me from hashtags although I do hashtag some pix. I only have 66 followers, I can PM you my name if you want to follow me.
