I'm just starting to build my good quality make-up options and am looking for a recommendation for a small neutral shadow palette, that looks good on just about everyone (since I still have no idea what I'm doing, lol). I'm looking for something to toss in a bag for weekends away and travel.
I like duos and quads from the drugstore. They fit in a small makeup bag, and finding one with good colors is fairly easy.
Any particular brands you'd recommend? I've had a few that seemed to just be chalky/flakey/something and just didn't work out well
My 2 favorite quads are both by Black Radiance. They go on much smoother than Cover Girl or Maybelline and the pigments are fantastic, probably because they are designed for women of color. I'm white, so a little goes a long way and they have immense staying power. They really last and don't crease. I use the dark colors for eyeliner. For eyebrows, I use a matte shadow in a drab brown, so probably not Black Radiance which is usually shimmery. Brows get Cover Girl, Maybelline, etc.
L'Oreal is also pretty good, and if I can find a brand called Isadora, I will buy that too (another cheap line). I really prefer the ethnic lines and the cheaper ones at that. They just outperform the popular "caucasion" products so often, so for me they're superior.

I love my UD Naked Basics palette and use it almost daily. It's pretty versatile.
A bit larger, but Lorac Pro is another favorite. It's half matte, half shimmer, and a wide range of easy to use colors. It's my go-to palette for vacation because I can get a wide variety of looks with it.
On the cheaper end of things, I like Wet N Wild shadows. They're surprisingly pigmented!
Too Faced Natural Eye is my favorite small travel palette. Nine shadows ranging from barely-there daytime colors to bold evening out colors, small enough to fit into a pocket, and the quality is excellent.

Wet n Wild Walking on Eggshells trio. The eyelid color is an exact dupe of Stila Kitten, which is really pretty. The shadow is great quality, the trio is very small, and they are neutral colors that look great on anyone.
If you really don't want to do drugstore, Smashbox makes nice eyeshadow trios. The trio called Filter has some nice neutral colors.
My other recommendation would be a Clinique eyeshadow quad. Teddy Bear has nice nude matte shadows. Their duo shadows are also really nice and very small. My favorite is sheashell pink and fawn satin.
I don't personally own any of the Too Faced eye shadow palettes (the smaller ones with 6 small pans and 3 large ~$36.00) but I've been wanting to pick up one or two.
