I bought some Smashbox light primer and liked it for a couple days, so I threw out the packaging and receipt. Now all of a sudden I have breakouts like a teenager and I suspect the primer is the cause since I haven't changed anything else. It was $36 so I hate to just flush that down the toilet. How are they with returns on items you're unhappy with?

I don't think I've ever returned something without the packaging, but so long as you have your receipt, they should take it back.* Regardless of whether you have the packaging, they have to toss the product anyway because it is used.
*My understanding is that if you have an Ulta account, you can return items without a receipt because they can look your purchases up. I have never tested this and cannot vouch for it.
Did you use your Ulta rewards card at checkout? You can go online and see your purchases even ones made in store.
As far as packaging. I tweeted Ulta once about not having packaging and making a return. They said they could do it. I found the packaging in the end so never found out.

I do have an Ulta card that I used. And come to think of it, the packaging may still be in the bottom of my bathroom trash basket (nothing gross in there).

They have me a hard time about retuning a never opened bare minerals foundation. But I think the girl was just a bitch. Their policy is you can return it if you don't like

I just took back an eyeliner last week, while I did have the box and the receipt, I bought in late June (I'd tossed it in a bag to return and then misplaced it) - the lady gave me my money back vs the store credit that they say they do after 60 days. No issues. The lady didn't like the product either and had the same issues.
I returned with no issues my Bare Minerals liquid foundation, they even took back the brush without the package no questions asked.
I did buy another foundation when I returned but they did it no questions asked. I told them it broke me out.
I do plan to buy something different to replace it, so maybe that will help. I found the box but I know the receipt is in the kitchen trash, which I'm not digging through, lol.
