We're heading to Bergen this weekend and it's showing 100% chance of rain all the days. Does it rain heavily enough in Norway to warrant me bringing rain boots? We're planning on walking around the city and going on a fjord tour while we're there too, so we'll be outside for a lot of the time.
I hate having wet feet, but I also don't want to bring rain boots if it's just going to be a heavy mist or light rain.
Weather forecasts in Norway are extremely unpredictable, but with both Friday and Saturday showing that much rain, I'd plan to bring the boots if you'd be unhappy not to have them.

Bring the rain boots. You'll definitely want the option if you're walking around. The fjords can get very soggy and puddly. Is puddly a word? Lol if the fjord tour is on a boat, you will probably want them even more.
Fall arrived yesterday unfortunately. I would bring rain boots if you don't have goretex sneakers and extra pairs of socks. You'll probably want hats, gloves, scarf and possibly a base wool layer depending on how cold you tend to get. The temps look ok but the rain makes everything feel colder. I've been fine the last couple of days in goretex sneakers, 3 layers up top plus a jacket, 1 layer on my legs and thin wool socks.
I did that fjord tour a long long time ago (when I was here on holiday with my parents). Honestly, if the weather is awful awful, I don't know that I would do a fjord tour but that might just be me. Norway in a Nutshell is nice but can be quite expensive (and it is of course better on nice days).
