Any suggestions on where to look other than Old Navy/Gap, Motherhood, Loft, and j.crew? Target doesn't really carry much petite in general. I can make regular maternity work for tops, but I have a 28" inseam and even some petite stuff is pushing it.
Have you looked at ASOS? Emily from Ivory Lane always had cute stuff from there. Also, maybe try H&M.
Yep. Asos has quite a bit that I may end up ordering and H&M didn't appear to list lengths, but I may end up buying a pair of purple pants anyways just because they're purple.
My SIL just ended up wearing the hell out of her J.Crew minnies because there wasn't a whole lot of petites. How about Nordstrom, you could get them to hem pants for you.

what about looking for ankle pants? i'm tall, so i sometimes buy regular pants to wear as ankle pants, maybe you could do the opposite!
I did this for awhile with some Target pants (they were supposed to be some fairly low crops but they hit my ankle) and the fit gets weird because of where my knees fall. They do this weird pucker thing.
I'm not sure if my closest Nordstrom carries maternity, I've never looked. I think the only things I've ever bought there were bras.
I made my own maternity pants out of regular petite jeans & work pants. I'm 5ft tall.
I pinned a tutorial on it, but I'm terrified of wasting good pants. That's ridiculous, right?
I actually took a few of my black trousers to the tailor to be altered to maternity pants, I was really afraid to mess them up. He charged me $20 and I didn't think that was too bad.

I was also going to say Nordstrom. They don't carry maternity clothes in store (at least that's what they told me the first time I was pregnant, and I didn't ask again this time), but they have free shipping and free returns so it's worth a shot.
H & m has good maternity basics, but their pant are really long. I am not petite and I had to hem a couple of inches. I also love their cotton nursing bras.

I made my own maternity jeans (youtube), I found two pairs of xs petite at motherhood that fit, although I have a longer inseam than you (30", half my height). Can you just buy some cheap old navy/motherhood styles and have them hemmed?

I've checked out all the stores, hopefully I can make a few things work that I've found. I just hate spending tons of money on something I'll wear for a short period of time, so altering it on top of that is frustrating. I have a feeling I'll be utilizing the long sweater/leggings or dresses with tights this winter to avoid buying so many pairs of pants!
