We do size. My son is 2.5 but most 2t pants are still huge on him. 24 months just fits way better. He isn't really that short or thin, his body is just weird.
Size, and it largely depends on the type of clothing. DD is almost 20 months and typically wears 9 month pants, 12 month leggings/jeggings, 12 or sometimes 18 months for dresses and jammies, and 9 or 12 months for most shirts.

My DS has an August birthday and over the summer last year he wore 12 month clothes, so I bought ahead 24 month clothes for this summer and 2T for this winter. Summer is long gone here in Maine and my DS is nowhere near outgrown 24 month clothes, so I had to buy him a fall wardrobe in 24 months as all the 2Ts I have are too big. Oh well, he'll grow eventually. The 2T will either fit in the spring or next fall.
