Especially in big cities.
I tried Googling the name of the neighborhood we hope to move to + parent groups and got nothing. Searched Facebook, got nothing. I'm a member of a Yahoo list for my current neighborhood and for the life of me can't remember how I found it.
I've looked for groups and they're all SAHMs. This might be what you're looking for, but I can't find anything at all in my area aimed at working moms.
No, I'm looking for something kind of like an email network, but specific to the neighborhood. Where parents can list events, ask for daycare recs, list stuff for sale or trade, etc.

Meetup
ETA: I just saw your second post. You will find playgroups on Meetup, but those might be good resources for what you are looking for and provide some social opportunities, if you want that too.
There are a few in my city that I'm in and, like gravytrain225 said, they almost all have "mommy" or "mommies" in the title. Also, you may be able to post in a buy/sell/trade group for your city asking for suggestions. Hope you find something!
How far away is your new neighborhood from your current neighborhood? Your current neighborhood list might have someone who knows a list for the new neighborhood. I know my group knows groups all over the tristate area, and even in other states.

Have you looked at the city's webpage? Our town has a Newcomer's Group to the town. They have frequent events both with kids and without in the evenings to get to know people.
