When I was about that age, I stole my dad's playboy's to look at with my cousins. I don't think it's horribly abnormal to be curious.
The fact both kids are inappropriate makes me a little more likely to be concerned. But still not terribly if there are no other signs.
I agree with this. I think it's normal for a 9 year old girl to be curious about it, especially if she has older siblings. So in and of itself, I don't think it's a red flag. But combined with other things, maybe.

It's hard to judge the older brother without context. Is he 20 or 12? Was he trying to be "mature" compared to the littles? Was he telling older kids and littles listened in? Why did the parents let their five year olds hand with a kid twice their age?

the boy is 13ish and the oldest on the block. He wandered over to a multifamily BBQ with a lot of younger kids and was talking out loud to no one specific before he made the dick jokes and told some of the littles that looked at him that he had some fav videos online he could show them.
He was escorted home and banned from 4 homes/being around their kids.
The fact that he told them there's videos he could show them makes me feel really uncomfortable and worried that something could be going on at home. I mean, if he's that bold to invite "strangers" to look at videos, why wouldn't he even more comfortable to act like this or worse around his younger sister?
I don't know, the 9 year old's behavior isn't anything too outrageous, it's just more technologically advanced. And the 13 year old sounds like he was being a 13 year old wise ass showing off. Lots of kids that age exhibit some cringingly inappropriate behavior in an effort to seem mature. Hopefully he got dragged out of the party by his ear. It sounds like the parents just need to get some control over their kids' media situation.

I thought "CPS" when I read the OP, too. I think we can safely say that if HBC thinks calling CPS isn't an overreaction, it's not an overreaction.
