They charge the $1.00 if you do it online. If you go into the post office, they have the forms (sometimes they hide them because they want your dollar, but they definitely have them behind the counter). Fill that out and it's free. Also, your mailman has them.

Hah! Yeah, I just had to deal with this even though I didn't fucking move.
My ILs moved OUT of my house and filed a "family move" thingy with USPS. Cocksuckers. I've spent the last few months changing all my bills, etc. BACK to the address I never left. When I started doing that, USPS tried to re-change them again. Seriously, I've updated my address with my stock brokerage firm at least 5 times.
So I had to go and do individual change requests for H and me (so they charged me *2* fucking dollars!!), changing ILs new address to our old/current address.
I'm pretty sure we'll be getting each others' mail for the rest of eternity.

But it is a security measure. If the address on your cc doesn't match one of the addresses on the forwarding request, it won't be approved.
I'm guessing they feel the signature and the fact that you actually have to go get the stupid forms is security enough on paper but since doing it online is easy they want more verification.

When they charge your CC, which matches up to your name and billing address, they can verify it is actually you making the change, not some disgruntled ex who wants to fuck with someone's mail. I think that's how it works anyway.

They didn't do it on purpose. But they weren't thinking either. We all have the same last name. They didn't realize there was an option to change just their individual names.
Though I highly suspect (seeing as we're still getting some of each others' mail) that even if they had done it right the first time USPS would have fucked it up.
Frankly, them receiving our mail for a while was better than the other way around because 90% of what comes to our house is junk. I have as much of my stuff switched to paperless as possible. They are old and do not.

Ha - got it! Yes, paperless is the way to go...I hate mail now that I no longer get letters from my pen pal in California, like I did when I was in 6th grade.
Yeah, I went in and told them I wasn't going to pay a stupid dollar to change my address, and they gave me a form to fill out for free without any hassle. I think they're just hoping that people are lazy and forgetful enough to think that the internet is the only way to get things done now.
