A plumber. What is it jammed with? I learned the hard way NEVER to try to put a bunch of potato peels down there. If it is an organic substance a big pot of boiling hot water can sometimes work to clear it up.

No flower stems or glass either... If you cannot pull out the stuck thing, yes, you can reach down when the thing is not on and feel to see if something is in there. It's gross, but effective. Anyway, if you can't pull it out and the reset button will not work, skip the plumber. This is a job for a handyman. A handyman is usually in a Normal COL area $30-$40 an hour (usually have a minimum, but sometimes not). This is compared to closer to $180 for a plumber to just show up.
I have had three replaced recently, using the $100 (don't go cheaper, the minimum you want is the 1/2 horsepower) insinkerators. Two both cost $200 total, including picking up the new disposal and labor. I don't know what the third one cost. It was part of a larger project. It is a different model, and much quieter.

I used the end of a broom and pushed down in the sink and to the side. There are tabs, and the first side wouldn't budge. I then pushed towards the back and it just popped free in 2 seconds. There is a reset button on the bottom to push after you free the jam.
