I would stay out of it. HR likely is already aware that R makes more than D...they likely had to approve the pay rate. I guess this is somewhat job/industry specific, but people make different pay rates for a number of reasons. Maybe R is making more money because they slept with the boss, or maybe because they have some credential or experience that D doesn't have or doesn't know about. Or they are just a better negotiator. Either way, this isn't something to report to HR unless they want to look petty.
I suppose if they are still sleeping together, that is more of an HR issue...but again not D's business. I'd stay out of it if I were D.

And I don't think asking for a raise after seven months "because D makes more than I do" is going to fly.
I would stay completely out of the situation. How are you involved in this?

this was all in the last year. Sleezy Trip, Stupid left, Darcy followed right after.

Well, Linda is doing the right thing. Keeping her nose down and just doing her job. It sucks that Darcy knows how much Rita makes, and it sucks, but she needs to stay out of it. She was obviously happy with the salary enough to accept the job. If this has soured her, she needs to just start looking for a new job and get away from everyone.
If Darcy accepted the salary, she really has no reason to complain that someone else is making more than her unless it's documented and able to be easily proven that the reasoning is actually related to Rita having a family.
I know I didn't negotiate well enough in my role - it sucks that people get paid more than me, but it's life.
It sounds like these people like the drama.
Darcy does like the drama, I think. Linda just doesn't want anything to affect her job.
